The Russian-Israeli billionaire has been sanctioned by the UK government, with his assets frozen, though Chelsea have been given a special licence which allows them to continue playing games, plunging the club into uncertainty after the owner had earlier announced plans to sell up.
The Russian is associated with a person who is/has been involved in destabilising Ukraine and undermining/threatening territorial integrity, sovereignty & independence of Ukraine, namely Vladimir Putin, with whom (he) has had close relationship for decades,” the UK government's statement about the sanctions read

However, current reports confirms that Mr Abramovich has been allowed to sell the club based on assurances that the sale proceeds would be given to victims of the ongoing Russia-Ukraine war as planned earlier.
Prior to this, the UK government had decided to sell the club on behalf of Mr Abramovich but certain considerations were observed to rescind their decision.
